This is to announce that, pursuant to the Order of the United States District Court for the District of Columbia (Document 232, Case 1:17-cv-00635-RDM, Document 229-5, filed on April 30, 2025), Humanitarian China (HC) has been designated to receive the remaining “settlement funds” exclusive of all fees and costs, which are expected to be around $3.3 million USD in total, to provide humanitarian assistance to individuals imprisoned (over the past four decades, currently, or in the future) for exercising their freedom of expression in the People’s Republic of China.

HC has recently received the first installment of the “settlement funds,” and named the fund “HC Freedom of Expression Fund.”

We are honored to fulfill this statutory duty in a sustainable manner for years to come. With diligence and discretion, we will manage the Fund in the way we have been doing since 2004, to serve Chinese nationals imprisoned for their expression of dissent and their families who face financial hardship. We will continue to rely on 1) direct contacting those who meet the criteria, and 2) indirect referral pending on approval. Potential beneficiaries may also contact HC: https://h-china.org/contact-us/, describing your situation with supporting documents such as identification card, Court Judgment, media reports, medical reports, and etc.  In the event that you have neither Court Judgment nor media reports, you may provide two references who can voucher for your situation.
